Why chapter one of a serial follows different rules from every other chapter

On a serial platform, chapter one is not the first chapter of a novel. It is an advertisement. A reader lands from a cover and a title, and within the first phone screen, roughly ten lines, decides whether to keep reading or bounce. So the rules for chapter one are different: worldbuilding is deferred, the protagonist is already doing something in the first paragraph, and the genre's central promise, whether that is a regression, an awakening, a contract, or a betrayal, actually happens before the chapter ends.
